The Department of Metropolitan Development (DMD) works with other city agencies to plan the future of Indianapolis, increase job opportunities, develop affordable homes, and encourage businesses to invest in the community.

The organization and operation of the Department of Metropolitan Development have undergone many changes since its creation, some of them initiated by changes in the federal programs administered locally by the department, others motivated by efforts to improve services or reduce operating costs. Although appointed by and serving at the pleasure of the mayor, DMD’s director has usually operated separately from the mayor’s office.

The DMD has several sections:

Community Investments manages the federal grants program provided by the U.S. Department of Housing and Urban Development as well as the Indianapolis-Marion County Housing Trust Fund that helps support organizations that provide decent, affordable housing, economic development opportunities, support human services initiatives, and serve low-to-moderate income populations.

Brownfield Redevelopment section works to rehabilitate underutilized and potentially contaminated sites in Indianapolis neighborhoods and restores them to productive use.

Economic Incentives staff works to stimulate economic development in Indianapolis by providing business incentives, including tax abatements, tax increment financing (TIF), Certified Technology Park (CTP) funds, Community Revitalization Enhancement District (CRED) funds, and New Market Tax Credits (NMTC).

Land and Real Estate Development staff manages all real estate and related transactions, aiming to redevelop property to its highest and best use and maximize value on the property tax roll.

(IHPC) staff supports the efforts of the IHPC to maintain, improve, and preserve the character and fabric of locally designated historic districts and structures.

Planning Division is comprised of two sections: Long-Range Planning and Current Planning. The Long-Range Planning team prepares and updates the Comprehensive Plan for Marion County as well as conducts neighborhood, community corridor, and special district planning. The Current Planning team processes land development petitions and works to ensure the Comprehensive Plan and Zoning Ordinance are followed in a way that allows people and businesses to thrive.

Administrative Services manages DMD and provides financial support, communication and storytelling, technology deployment, and operational oversight.
