In 1971, Mayor RICHARD G. LUGAR and the GREATER INDIANAPOLIS PROGRESS COMMITTEE established the Mayor’s Task Force on Aging to develop a comprehensive service program for older citizens in Indianapolis. The Central Indiana Council on Aging (CICOA) was founded in 1974 to carry out the service program with federal, state, and local funding. CICOA then expanded to serve Marion and its surrounding counties.

CICOA’s service programs in the 1970s began with a state-funded nutrition program, case management services, housing repair, legal services, a nursing home ombudsman, and an employment program for low-income senior citizens. CICOA’s philosophy developed in the 1980s to help senior citizens age in place as an alternative to institutional care. Programs expanded to include adult daycare centers and advocates for community-based and in-home care. In the 1990s, its clientele expanded to include both seniors and citizens with disabilities.

CICOA serves older people, individuals with disabilities, and family caregivers in Central Indiana. Each of the eight counties in its service area has a county council on aging, staffed by CICOA, which provides information about and advocates for the needs of the county’s elderly and advises CICOA on the quality of service delivered by providers. CICOA processes screenings of nursing home applicants and connects senior citizens, people with disabilities, and family caregivers in Central Indiana with home and community-based services.

Reductions in government funding led the agency to create the CICOA Foundation, a separate nonprofit corporation, in 1992 to raise additional funds. The foundation, managed by Central Indiana Community Foundation, receives donations and provides approximately $500,000 in revenue to CICOA programs annually.

ClCOA’s annual budget in 2019 was $22 million; approximately $20 million in revenue comes from federal and state grants and contracts and Medicaid service fees. CICOA annually provides in-home care to over 8,000 clients, transitions over 2,000 from inpatient hospitals to other care settings, serves 400,000 meals, and provides approximately 50,000 transportation services. CICOA is the Area Agency on Aging for Central Indiana and part of the national system of coordinated care established by the Older Americans Act of 1965.
