The city controller directs the Office of Finance and Management (OFM), which is a part of the Executive Branch of Indianapolis Government, and acts as the chief financial officer for the city and county. The city controller is appointed by the mayor and serves at the mayor’s pleasure. The appointment is not subject to approval by the City-County Council. Five divisions of the OFM carry out the general administrative functions of the city.

Human Resources Division

Until 2009, Human Resources (HR) was part of the Department of Administration. When the Department of Administration was eliminated, HR was transferred to OFM.

The HR division carries out all functions that deal with city personnel issues. It is responsible for recruiting employees and training them. HR determines benefit programs and worker compensation. It monitors tort claims and takes responsibility for occupational safety and compliance and investigations of discrimination and harassment.

Purchasing Division

The Purchasing Division procures goods and services for Indianapolis and Marion County. It also is responsible for public works construction and disposal of fixed assets.

Budget Division

The Budget Division prepares the annual city-county government budget for action by the City-County Council and monitors the fiscal performance of city and county agencies, functions transferred from the Marion County Auditor in 2005.

Accounting Division

The Accounting Division compiles and issues the city and county annual financial report. It also manages city and county accounting policies and practices.

Collections Division

The Collections Division manages the city and county outstanding accounts and receivable program. Engaging third parties and individuals who owe the city and county money, the division works to reduce the outstanding amount of accounts receivable.
