SAVI is a program of the Polis Center, a research unit in the Indiana University Luddy School of Informatics, Computing, and Engineering at Indianapolis. In July 2024, SAVI launched a baseline equity report designed to highlight racial disparities and inequities across multiple sectors in Indianapolis. The project grew from a partnership with WFYI that began in 2015 to identify inequities in Indianapolis. The goal was to measure broader spatial and temporal contexts to racial disparities in Indianapolis and report on the results as compared to other cities in the United States. In addition to WFYI and the Polis team, the project involved several other entities including the Government Alliance on Race and Equity, City of Indianapolis, Infographics Lab at Oregon University, and committees made up of community members.   

The Racial Equity Report Card is an analysis of racial disparities in Marion County that reviews over 30 indicators across 7 key areas (economy, health, education, access, environment, criminal justice, and housing) and provides a comparison of equity gaps to 50 other cities that are comparable in size to Indy (regionality, economy, population, demographics, and cost of living).   

Key Findings from the initial report card show that racial disparities have persisted over time in Marion County; racial disparities exist at the local level within Marion County; Indianapolis’ white population ranks low when compared to 49 other cities; and racial disparities exist across sectors (ranking average for health, economy, housing; below average for education; above average for justice).
